The incident occurred near the Japanese island of Fukue. The vessel was transported with a rice load (5,000 tons) from Wonsan in the north-east of North Korea to the port of Nampho. Having received the distress signal, JCG sent its boats to Chong Gen. All crew members were safely brought ashore, and then forwarded to the DPRK. By the morning of January 12, the ship sank.

The dry cargo ship Chong Gen, DWT = 9.430, was built in 1991 and goes under the flag of the DPRK. The rescue operation of the ship's crew was an unprecedented event when North Korean sailors were rescued by the Japanese authorities. Japan does not support diplomatic relations with the DPRK, and North Korean vessels are forbidden to enter Japanese ports.
